Haftpflichtversicherung (personal liability insurance) is arguably the single most important insurance product in Germany for any resident. Here is what it is, why it matters, and how to get it.

What Haftpflichtversicherung Covers

German civil law (BGB §823) holds individuals personally responsible for damage they cause to third parties — with no upper limit on liability. This means: if you accidentally flood your downstairs neighbour’s apartment while your bathtub overflows (a classic German insurance scenario), you are personally liable for all water damage, repair costs, lost belongings, and potentially temporary accommodation for your neighbour — a bill that can easily reach €50,000–200,000. If you are cycling and collide with a pedestrian who breaks their leg and cannot work for six months, you are liable for medical costs and lost income. If your dog knocks over an elderly person who breaks their hip, you are liable for treatment, rehabilitation, and potentially ongoing care costs. Haftpflichtversicherung covers these third-party liability costs — someone else’s property damage or personal injury caused by you. It does not cover your own property (for that, household contents insurance, Hausratversicherung, is needed).

What It Costs and What It Covers

A standard Haftpflichtversicherung in Germany costs approximately €40–100 per year for a single person — one of the most cost-effective insurance products available anywhere. Coverage: typically €10 million or more in total coverage (some policies go to €50 million). Standard inclusions: personal liability (accidents as a pedestrian, cyclist, or in someone’s home), key loss (if you lose a key to a rented apartment and the locks must be replaced), and property damage caused during sports. Dogs: most standard Haftpflichtversicherung does not cover dogs — dog liability insurance (Hundehaftpflicht) is separate and mandatory in many German states (Bayern, Berlin, Hamburg, NRW, Niedersachsen, and others require it regardless of breed). Bicycles: some policies exclude cycling accidents; check the policy specifically for bicycle coverage. Recommended minimum coverage: €10 million per incident with no deductible.

As a newcomer to Germany, Haftpflichtversicherung is one of the first things to arrange — ideally within the first month. The risk window without it: a single accident during the uninsured period could create financial liability that follows you for years. Germany’s wealth of cyclists and pedestrians in mixed traffic, combined with the strict personal liability regime, makes the insurance not a luxury but a practical necessity.
