1. Eligibility for Tax-Free Car Purchase
- You must have studied abroad at a正规 university, college, or research institution for at least one academic year (minimum 9 months).
- You must return to China within two years after completing your studies.
- Your first entry into China after graduation must be within one year.
- Students who studied in Hong Kong or Macau also qualify.
- Note: Since August 2020, the requirement of staying abroad continuously for 180 days has been removed. Instead, you need a cumulative stay of at least 270 days abroad. Time spent back in China during your studies does not count. If you have a one-year program, avoid long stays in China that could reduce your total days below 270.

- Certificate of Returned Overseas Student (issued by Chinese embassy/consulate before returning)
- Graduation certificate or degree certificate; for visiting scholars, a letter from the foreign institution

3. Important Tips
- Apply for the tax-free car quota (customs seal) within one year of your first entry after graduation at the customs office where your hukou is registered. The "first entry date" is critical: it's the first time you enter China after your graduation date (as shown on your diploma). Even if you return for a short holiday and then go abroad again, that first entry starts the one-year countdown. If you returned before your graduation date and did not go abroad again (e.g., skipped the ceremony), your last entry before graduation counts as the first entry. Also, your first entry must be within two years of graduation. If unsure, bring your diploma, certificate, and passport to the agent or customs for confirmation.
- You must use an intermediary agency. There are only two in China: Beijing Zhongqi Chengyi and Beijing Zhongqi Zong. The service fee is around 2,500 RMB.
- The customs seal is valid for six months from the date of approval. You must complete payment and purchase within that period. (In cities with license plate restrictions, the quota is usually retained indefinitely.)
- You can sell the tax-free car later, but if you transfer it to a non-eligible person within 10 years, the buyer must pay the remaining vehicle purchase tax. The tax decreases by 10% each year from the date of registration. After 10 years, no tax is due upon transfer. In short, if you sell after 2-3 years, the buyer pays the reduced tax. The tax exemption only applies to you as the original owner.
- Since the car is ordered directly from the manufacturer via the agent (not through a 4S dealer), you avoid forced add-ons like expensive packages. The car is delivered to a local 4S dealer for pickup. Delivery usually takes 1-2 months.

Application Process
Step 1: Contact an Agent to Confirm Eligibility

Step 2: Customs Application
Contact the local Zhongqi Zong branch to get the application materials for the customs seal. If there is no local branch, contact headquarters directly. Mail the order and customs seal to headquarters.
Required materials:
- Certificate of Returned Overseas Student
- Graduation certificate or study certificate
- ID card
- Household registration booklet
- Passport
- Application form for self-use items
- Power of attorney (signed with Zhongqi Zong before application)
- Other documents required by local customs
Step 3: Place the Car Order
After mailing the customs seal and order to headquarters, confirm the brand, model, exterior/interior color, pickup location, etc. Zhongqi Zong will submit the order to the factory.
Step 4: Payment
Headquarters will notify you to pay the car price as instructed by the manufacturer.
Loan option: Zhongqi Zong cooperates with banks like Agricultural Bank of China, Shanghai Bank, Nanjing Bank, and Bank of China to offer lower-interest loans for tax-free car purchases.
Step 5: Delivery and Invoice
The factory allocates the car and ships it, then issues the purchase invoice.
Step 6: Document Transfer
Headquarters transfers the invoice and customs verification documents to the local branch or directly to you.
Step 7: Pick Up and Register
With the invoice and ID, you can arrange insurance, tax exemption, and license plate registration.
After-sales service: Tax-free cars come with the same factory warranty and maintenance service as cars bought from a 4S dealer.
