Unlike EU driving licenses, a Chinese driving license cannot be directly exchanged for a German one. You must pass both the theory exam (Theorieprüfung) and the practical driving test (Fahrprüfung) — the same tests German teenagers take. The Chinese license reduces the number of required practical lessons, but you cannot skip the final test.
Step 1: Get Your Chinese License Officially Translated and Certified
You need a certified German translation of your Chinese license. Use a sworn translator (vereidigter Übersetzer) — list available at your local court (Gericht) or at bdue.de (Federal Association of Interpreters and Translators). Additionally, request an official extract from the Chinese driving license authority (驾驶证档案,from the traffic police in the city where your license was issued). Some Fahrschulen require this; others accept the translated license alone. Confirm with your chosen Fahrschule first.
Step 2: Enroll in a Fahrschule
A Fahrschule (driving school) handles your license application and teaches the required lessons. Costs vary: expect €1,500 to €2,500 total for a license holder from China, covering administration, theory course, required practical lessons (Pflichtfahrstunden), and exam fees.
Required lessons include night driving, Autobahnfahrt (motorway), and Überlandfahrt (country road) — typically 12 practical lessons minimum even with an existing license. Your Fahrlehrer (instructor) decides how many additional sessions you need beyond the mandatory ones.
Step 3: Pass the Theory Exam
The theory test (Theorieprüfung) is conducted in German, but you can take it in English, Chinese (Mandarin), and several other languages at most test centers. The test is administered by TÜV or DEKRA on computer terminals. It consists of 30 questions with various question types. Pass mark: maximum 10 penalty points.
Study materials: the official Fahrschule app (DEGENER, Fahren Lernen, TÜV) contains all 1,000 possible questions. Two to three weeks of daily practice using the app is enough for most people.
Step 4: Pass the Practical Test
The Fahrprüfung lasts about 45 minutes and is conducted by a TÜV or DEKRA examiner (Prüfer) in your instructor's car. Your instructor sits in the back; you drive independently. Common failure reasons: not checking mirrors thoroughly, misjudging right-of-way at unmarked intersections, insufficient speed adjustment before turns.
If you fail, you can retake after two weeks (with additional lessons between attempts). Average pass rate for all test-takers in Germany is around 65%. Experienced drivers from other countries typically do better on their first attempt.
Costs Breakdown
- Application fee (Führerscheinantrag): €35 to €50
- Theory lessons and exam: €100 to €200
- Mandatory practical lessons (12 × €50-70 each): €600 to €840
- Practical exam fee: €120 to €180
- Photo, first aid certificate (Erste-Hilfe-Kurs, €20-30), eye test (~€7): €30 to €50
- Total: approximately €1,500 to €2,500
How Long Does It Take
Realistically: three to six months from enrolling in Fahrschule to holding the German license. Theory exam can be taken after a few weeks of lessons; practical depends on available appointment slots (currently four to eight weeks wait at most test centers).
