The Delta variant and other highly contagious strains continue to spread, making international travel extremely risky. The Chinese Embassy strongly advises you to avoid all non-essential and non-urgent travel.
Entry regulations are constantly being refined due to the pandemic. Before traveling to China, you must carefully read the latest notice on dual testing for Chinese and foreign passengers: http://de.china-embassy.org/chn/lsfw/t1856116.htm.
Recently, requirements for obtaining the health code ("健康码") have been updated. Below are answers to common questions. Note: If any previous notices or Q&As conflict with this document, this document prevails. If you still have questions, please check the website of your consulate district or contact them in advance.
1. How do I apply for a health code after being vaccinated?
(a) Ensure at least 14 days have passed between completing your full vaccination schedule and your departure date to China. For example, if you receive the second dose of a two-dose vaccine on September 1, the earliest you can fly to China is September 16.
(b) Fill out the "COVID-19 Vaccination Declaration" (see Annex 1) in advance.
When uploading your dual test results, also upload the declaration, your vaccination certificate (paper certificate and the EU Digital COVID Certificate, including both the QR code and the certificate itself). The embassy/consulate will verify the vaccine type, brand, number of doses, and vaccination dates.
(c) The following persons are NOT considered vaccinated:
- Those who have not completed all doses of a 2-dose or 3-dose vaccine.
- Those who received two doses of an inactivated vaccine on the same day.
Important: If you have been vaccinated for less than 14 days, your health code will not be issued even if your dual test results are negative.
2. How do previously infected persons apply for a health code?
Previously infected persons include those who have been diagnosed with COVID-19, or who have ever tested positive for nucleic acid, IgM antibody, or IgG antibody (excluding vaccine-induced IgM/IgG positivity). They must follow this process:
(a) Submit for pre-approval by the embassy/consulate
Send the following to the responsible Chinese embassy/consulate in Germany via email: a lung imaging diagnosis (X-ray or CT; pregnant women or those unsuitable should contact the embassy/consulate in advance), and two negative nucleic acid test results (sampling at least 24 hours apart) taken within 3 days before submitting the pre-approval application. The lung imaging should be taken as close as possible to one of the nucleic acid tests. Include your passport info page, valid German visa/residence permit/registration certificate (Anmeldung), and send to the consulate district email. Subject line: "*** Confirmation of Recovery Pre-approval". You will receive the result by email.
(b) Quarantine and health monitoring
Self-quarantine for 14 days from the date of pre-approval and monitor your health. Fill out the "Self-Health Monitoring Form" (see Annex 2).
(c) Pre-departure testing
If no abnormalities occur during quarantine, you can apply for a health code with negative nucleic acid and IgM antibody tests taken within 48 hours before departure. Upload the lung imaging diagnosis, two negative nucleic acid test results, the email screenshot of pre-approval, and the Self-Health Monitoring Form.
3. How do employees of Chinese companies in Germany apply for a health code?
Employees of Chinese-funded enterprises (including central, state-owned, and private companies) must undergo 21 days of quarantine and closed-loop management before returning to China. Fill out a quarantine declaration and upload it when applying for the health code.
4. I live in Germany but have no German visa, residence permit, or registration certificate. Can I apply for a health code in Germany for a direct flight to China?
Contact the Chinese embassy/consulate responsible for your place of residence (see Annex 4 for contact details).
5. How do accompanying children apply for a health code?
Children under 6 years old may be exempt from testing if the local testing facility does not test them. A liability waiver (see Annex 3) must be filled out. Parents or legal guardians can apply for the child's health code together with their own (upload the child's passport page, the waiver, and the accompanying parent's test report or green health code).
6. What are the rules for transit passengers?
(a) Passengers from countries with direct flights to China must take a direct flight. Chinese embassies in the departure country will not issue health codes for transit via a third country. German embassies/consulates will also not issue transit health codes for such passengers.
(b) Passengers residing in Germany must take a direct flight to China. German embassies/consulates will not issue health codes for passengers departing from Germany and transiting via a third country.
(c) Passengers from countries without direct flights to China may apply for a transit health code from the German embassy/consulate using the health code issued by the Chinese embassy in the departure country, plus a dual test report taken within 48 hours before the flight from Germany to China.
(d) German embassies/consulates will only issue transit health codes to passengers who transit in Germany and meet all requirements. If a passenger has already transited more than once before arriving in Germany, no transit health code will be issued. If the departure country does not allow a single transit, refer to the notice from the Chinese embassy in that country.
(e) If a direct flight route from a country with direct flights is suspended and no other direct flights exist, rule (c) applies.
