Studying at a German University: APS Certification, Tuition-Free Education, and Application Process

German public universities (staatliche Hochschulen) charge no tuition to domestic or international students — only a €200–400 semester administrative fee (Semesterbeitrag), which typically includes a semester transit pass (Semesterticket) for unlimited local public transport. This makes German higher education among the best-value destinations internationally.

APS: The Required Gateway for Chinese Students

APS (Akademische Prüfstelle, Academic Evaluation Centre) is an institution under the German Embassy in China that verifies the authenticity of Chinese applicants’ academic credentials. Nearly all German universities require an APS certificate when admitting Chinese students.

The process: submit high school/university transcripts, degree certificates, and supporting documents; pass a document review and interview assessing subject-matter competency. Processing time is approximately 3–6 months — plan accordingly. The APS fee is approximately €200. See the APS official website for current requirements.

Application Channels: Uni-Assist and Direct Applications

Uni-Assist centrally processes applications for multiple institutions — suitable for first-time applicants targeting several schools simultaneously. Some universities (TU Munich, LMU Munich) have independent application systems requiring direct submission.

Undergraduate entry with a Chinese high school background typically requires one year at a German preparatory college (Studienkolleg) followed by a Feststellungsprüfung (qualification exam) — or a sufficiently high gaokao score from a recognized Chinese institution.

Language Requirements: DSH and TestDaF

German-taught programs (most bachelor’s programs, many master’s) require B2/C1 German proficiency. Main certifications: DSH (German language exam conducted by most universities) and TestDaF (internationally valid; minimum TDN 4 accepted). English-taught master’s programs require IELTS 6.5+ or TOEFL 90+. English-taught program availability has expanded significantly, concentrated in engineering and business.

DAAD (German Academic Exchange Service) is the authoritative source for scholarship information and application rules. See our guide on German language study resources for exam preparation strategies.
