The German Bundestag has passed a new road traffic regulation amendment, with significantly higher fines for many violations. The new rules are expected to take effect as early as next month.
Parking Violations
- Illegal parking on sidewalks, bike lanes, or traffic islands: up to €110 (previously up to €35)
- Driving illegally on sidewalks: up to €100
- Parking within 5 meters of an intersection: up to €55 (previously up to €35)
- Double parking: up to €110 (previously up to €30)
- Parking in disabled parking spots: €55 (previously €35)
- Parking in electric vehicle or car-sharing spots: €55 (new violation)
- Parking in officially marked fire lanes or blocking emergency vehicles: up to €100 (previously €10)
- Unauthorized use of emergency lanes on highways: €200–€320 plus a one-month driving ban (new violation)
Driving Behavior
- Pointless driving back and forth, unnecessary noise, or avoidable emissions: €100 (new violation)
- Trucks turning right in urban areas must do so at walking speed, or face a €70 fine (new violation)

Although the new fine catalog has been approved, it does not take effect immediately. The Transport Minister must formally sign the amendment, it must be published in the Federal Law Gazette, and police and public order offices need about three weeks to prepare. Therefore, the new fines will apply from mid-November 2021. Until then, the old amounts remain in force.
