The AStA (Allgemeiner Studierendenausschuss — General Student Committee) is the elected student government at German universities. Unlike universities in many countries, the German AStA is a legally recognized institution with specific rights and real services. Knowing what your AStA offers can save you money and connect you to resources you’re entitled to use.
AStA Core Services (Available at Most Universities)
Legal advice: most AStAs offer free legal consultations for students on topics including: tenant law (Mietrecht), employment law for student workers, academic disputes with the university, visa and residence issues. Consultations are with trained student advisors or visiting lawyers. The legal advice service alone is worth hundreds of euros if you encounter a dispute.
Social counseling: AStA social advisors help with financial hardship applications, navigating Bafög (student financial aid), emergency funds, and connecting with university social services. If you’re struggling financially, the AStA is the first place to go — they know every support option available.
International student support: many AStAs have international student advisors who assist with: residence permit paperwork, German administrative processes, German language practice, and integration into the university community.
Practical Benefits and Discounts
Semesterticket (transit pass): the AStA negotiates the Semesterticket with local transit authorities on behalf of all students. This is why your semester fee includes free public transport — the AStA made it happen. Copy and print services: most AStAs operate printing services at significantly below commercial prices. Vorlesungsverzeichnis copies, Prüfungsprotokolle (previous exam records), and course handouts at cost price.
Prüfungsprotokolle (exam protocols): many AStAs collect and distribute copies of previous years’ exams, notes students took after exams, and professor feedback. These are invaluable for exam preparation. Ask specifically at your AStA office.
AStA Political and Cultural Role
The AStA has a right to take political positions on matters affecting students. They organize: political events, cultural celebrations (including welcome events for international students), demonstration coordination, and cooperation with the Studentenwerk on housing and social services. The AStA also has formal representation rights in university governance — student voices in curriculum, examination requirements, and budget decisions go through the AStA.

Your university’s AStA has a physical office (usually in the university main building or student center) and a website. They typically publish: office hours for consultations, a list of services, upcoming events, and contact for different advisory areas.
